In a 13 team NL only Keeper (15 max) league 23 player $260 budget 5x5 league.

Would you trade John Smoltz $21 2nd yr for Cliff Floyd $22 2nd yr or Preston Wilson $19 2nd yr?

No. Smoltz should out perform both of them. Wilson was only decent last year, in Coors, and terrible on the road. The Juice Box could help him, but not enough. I think Floyd could have a good year, like lat year, but I wouldn't be suprised to see a drop in his numbers. I would stick with Smoltz, he's clearly one of the best starters in the NL right now.

I don't see any deals there. I would also keep Smoltz who should actually benefit from skiping some starts this year -- at least ERA and WHIP wise.
